17	2023-02-13	ORDER TO SHOW CAUSE: On September 7, 2022, plaintiff filed the complaint under seal, Dkt. 12, and moved for a temporary restraining order in this action, Dkts. 5-8. On September 8, 2022, the Court held a show cause hearing. On September 9, 2022, the Court denied the temporary restraining order. Dkt. 13. On September 12, 2022, plaintiff moved, again, for a temporary restraining order. Dkts. 14-15. On September 14, 2022, the Court denied this second motion. Dkt. 16. Plaintiff has taken no action in this case since that date. Rule 4(111) of the Federal Rules of Civil Procedure requires that a defendant be served with the Summons and Complaint within 90 days after the Complaint is filed. It is hereby ORDERED that the plaintiff advise the Court in writing why plaintiff failed to serve the Summons and Complaint within the 90-day period on defendants, or, if plaintiff believes that defendants have been served, when and in what manner such service was made. It is further ORDERED that if the Court does not receive any written communication from plaintiff by February 17, 2023, showing good cause why such service was not made within 90 days, the Court will dismiss without prejudice the claims against defendants.
